Yuck. I always assume I am responsible for my own safety, thats the nature of mountain biking and go out knowing I could get hurt but take the risk anyway. If the guy wasn't able to make it over a loose board, maybe he should stick to roads rather than trails. I'm sorry he was injured, but come on.
