[Cyclelicious] New comment on Detroit to enforce bicycle registration.

According to our U. regulations, anybody "using a bike on campus" is supposed to register it - as in driving on one of the roads to, say, get across town as I do. No, it's not in any way enforced.
I'll just do some kind of DNA insert so everybody knows it's part of me :)
