Hey, how 'bout this idea? Lose traffic lights?

Red lights "CORK" flow. Motorists speed between the lights, just to catch the red.

Solution: Allow continuous, CONTROLLED flow at the intersections, and REDUCE speed limit within city limits to 25 mph.
